My 400mW, 405nm focusable laser burns a match 9 meters distance away with no problem. It may burn even further, but my apartment isn't long enough to try it.

From what distance are you burnig this match and what is the output power of the laser?
Is this the O-like 400mW that is on your signature?
I haven't heard much about skylasers neither.
However, Lazerer is a reliable seller. I bought two lasers from lazerer, both are overspec, both came fast (within 10 days), and Max, the owner, answered all my emails fast and to the matter.
Similarly, you could ask how was the first ever 1 meter distance measured.
And the answer is that is wasn't measured. The length of 1 meter is an arbitrary decision made by scientists or whoever made it, and from then on, all distances were calibrated to the original 1 meter.
Your SD-301 Focusable 100mW green laser probably outputs less than 100mW. If you want to know this for sure, you're gonna have to LPM it.
