Nope, that red piece in the picture melts (it's wax) when there is a fire and releases the water.

The stuff we get in the states isn't even from Australia, it's brewed in Canada.

See above, they're likely not getting their rated charge capacity.

The battery is probably bad, China is notorious for cheap generic batteries. When you put a battery in the charger the light should turn orange while the battery is charging.

You might have gotten a bad battery.
