For 18650 I would go with sanyo/Panasonic NCR18650GA. They're 10A continuous which is fine and 3500mAh. As for the others I'm guessing you meant 16340 I'd stick with efest 700mAh. I buy my batteries from mtnelectronics.com they're a reliable US based source.

It really depends on what you're using it for. If you're using it for vaping it will probably blow up. If you're using it for a laser or flashlight drawing less than 4A it's fine.
