That would be one way of going about it.

For some reason most governments keep very quiet about weather modification technology, though it has been around for decades.

Most of it did not involve lasers but just dropping seed crystals from aircraft onto clouds causing them to rain out in a desired area. This is demonstrated technology and there is no reason to be secretive about it.

Perhaps people perceive it as 'stealing rain', but that is not that different from taking water from a river for irrigation purposes leaving countries further downstream with a lack of water.

It is being done over central texas every day almost. I can watch "Chemtrails" being formed. I have several pictures. This is not Tinfoil Hat conspiracy theory stuff. This actually happens. I'm not saying it's chemicals to kill us or some crazy thing like that. (Not that I know everything they are spraying though). I am well aware of what a contrail is and how long it takes the average contrail to dissipate versus the "clouds" that are being formed.

There are multiple .gov websites that will give you information on the silver Iodide and Sodium Iodide that is being sprayed. No conspiracy, no hiding it, full disclosure on this subject. Why people still look at others who point out "Chemtrails" as crazy is beyond me at this point. :tinfoil:

That would make sense - if you can seed clouds in a dry area like Texas when required and possible, why not do so

The more secrative projects are those that span national borders. You could think of a situation where china seeds clouds to get rain onto it's soil, from water vapour that would have otherwise rained out in mongolia that also has a water shortage at the same time.

Silver iodide is a pretty good nucleation substance and would be used despite it's relatively high cost. This is not a tinfoil hat thing at all, it's just technology that is sometimes useful: it can be used to create rain on dry farmland, but also to cause water to rain out before reaching a city where you'd prefer dry conditions for some event.

The ethical problem with it is mostly stealing rain that would have otherwise fell somewhere else that needed that water. Applications where you make the rain fall into the ocean not to spoil the dry conditions in a coastal city as less controversial.

Also, the practice is not very harmful: it's not some mind-altering agent or something crazy like that, though it could cause depression if you lived in an area where they used it to cause rainy conditions all the time
