The Bosch GLL2-80P is able to project a line on a wall without spinning the laser. What kind of optics can do this?

Would something like this be difficult or expensive to create in an inexpensive consumer product (the Bosch is very expensive)? My application is far less complicated - I want to be able to project a line, fanning out 90 degrees from a laser pointer, which would strike a "wall" at 1 foot away.
