quality lower powered lasers suggestions?

i am thinking of getting a quality lower powered green laser (like 10 to 30 Mw) for my dad for an Xmas gift. it would be preferable if it came with a couple refraction caps because i think he would like to be able to make the patterns and stuff.

i have ordered a couple of cheep lasers (5mw) from eBay which i only paid $9 for and they seem to decrease in power even after only a bit of use. (ex beam gets dimmer) (also if anyone knows I'm curious about how this happens)

which laser would be a good fit for my father which would not have the same problem as the cheep eBay ones? or is there any websites that are reputable to have quality products such as the for-mentioned future gift?
