Black anodized aluminium is usually a very good absorber for the visible spectrum.
You have to be realistic about these things though: i wouldn't bet on being able to build a 1% accurate power meter over the entire range with DIY materials. I've personally set for something 10% accurate that can be build at home and has self calibration. The only real downside is that the result is very slow, taking over half a minute to do a reading.
