Although it is not completely handheld, this is technically a portable 20W laser. I don't know what wavelength it is, but it looks to be ~405nm or shorter (ultraviolet).
I've seen these on eBay for a while, and recently decided to ask the seller about them. I asked if they could allow me to see the beam of an 808-980nm laser. They replied that the glasses could "see" wavelengths from 700-1000nm.

EBay keeps canceling my laser auctions >:(, so I'm trying a different approach in this auction. Price is a bit high, but it comes with tons of extras.
It lights white matches with a lens and pops balloons.
EDIT: The laser sold for $200. Seems I lucked up and didn't get removed.
