Sure, but re-wrapping cells is nothing new. It's usually done to make fake brand batteries, or to use brand ones but seal the protection circuitry in them.
I'm not sure what market this serves, i'd rather just have the cell brand and capacity on there, accurately.
Genuine ultrafire batteries are fine. The problem is just all the copies and fakes out there. If you buy them off ebay you might just as well get a tube filled with mostly sand and some tiny battery burried in there connected to the terminals.
In less obvious scams you'll get a dinky old re-wrapped cell that is just a few 100 mAh in capacity anymore. You could even get a real panasonic cell, just one that has been sitting in storage for over 10 years
