Nope, although there is another, non-name-brand version of these that ARE ccfl based.
Clue: components of a much larger light assembly. They are sitting very roughly how they are arranged in the final light assembly, however they are usually vertical with respect to the ground.

They are decorational lightpipes from a car headlight, an older ZKW BMW headlamp, originally fed by a halogen bulb inside an ellipsoidal reflector focused at a bundle of fiber ~1/4" in diameter, which is then split out to two fiber bundles that feed the molded plastic lightpipes, which have grooves molded into the back to diffuse light forward. You see these as the more yellow-y "angel eyes" on BMWs.
