I think they'll just charge you 8$ then. I think if you select your country here it'll bring up the option for 8$ shipping. (Happened to me before shopping on the US digikey) I find it strange that they don't offer it normally.

You'll be wanting these diodes if you're making a test load

They drop 0.95V, so you'll need about 8 to make a decent enough test load.
