Im building a driver for my laser and in the specs I have it calls for a 10mfd 16v eletrolytic cap but I was wondering could I use a Tantalum cap that has the same specs? Or maybe a 10mfd 35v cap? Just trying not to burn my LD up thanks.

That'll work fine. In the DDL drivers I've built (which is the type I'm assuming you're using) I have used different values. I always go higher than 10uf if I don't have that value.
With ~15 drivers, I've had no problems, so I'm assuming you'll be fine.

You will have no problem using that capacitor ;)
It is actually even better because if you somehow put 20V through it it won't explode :)
