does this mean I have to buy new glasses if I shine the laser directly at the glasses for 10 seconds?
what exactly does it mean?

i *THINK* that the die in that one sections is bleached which means that if you happen to get hit in that exact place after it being exposed to 10 seconds or more, then you will have little to no protection in that one place.

It means that the goggles will absorb the beam for 10 seconds before the dyes are ruined in that area. Basically you shouldn't hit the goggles with a powerful laser intentionally.
