What color laser burns best ??

In general the 405nm (violet), at the same power compared to other visible wavelengths,
is great for burn all kinds of objects, plastic, wood, paper, etc.

I'm assuming you are looking for a visible wavelength?
Then I'd say 405.

If it doesn't have to be visible, IR burns really well.
It is dangerous, though, since you can't see the beam.
Glasses are a must.

Usually the ends of the wavelenghts are the ''burning'' nanometers.
So 405nm and IR. I suggest you to buy or build a 405nm because it can be seen.
Also dont forget to buy goggles. The eagle pair ones are one of the best.
