If you want decent power and low cost get a 660nm 200mw red laser diode ~$15 flex drive $30 dollars pen host $17 dollars with button, Aixiz module ~$10 and go to town.
If you have the needed tools and some soldering skills building a laser is a fun project. If you'd rather not build one the olike you mentioned seems to be pretty decent.
FWIW I built a 660nm burning red based off an LPC 815 diode for ~$70 that currently outputs about 180mW using a plastic lens.
LPC 815 sled $10
Aixiz module $4 (i bought a multi pack and saved a few bucks)
v5 flex drive $23
host and heatsink $20
battery and charger ~$14 (varies based on the number of batteries/charger used)
total: ~$71 before shipping, add about $8-10 for shipping.
I'm going to add a glass lens to this build next time I order some parts which will add about $6 on to the total build cost.
I already had a some things (soldering station, solder, flux, wire, etc) that I didn't factor into the cost. If you don't have a test load budget a few bucks to order some 1N4001 diodes and 1W 1 Ohm resistors or play the 4 bucks to have the driver's current preset. The host is what will cost you the most usually. The person who was selling the hosts I bought isn't selling them anymore unfortunately. Look in the BST and LPS forums for deals on hosts and other kits. jayrob sells a ton of nice kits that include a preset driver installed in the host but you'd probably have to up your budget by $20-$50 depending on what you get. All you need on top of his kit is a diode and module.
