Click edit, delete, then check "delete this message" you don't have to enter a reason though.

Can't delete the first post in a thread without Moderator permission I don't think. That's why if you want (need!) to neg-rep someone, do it to the first post in the thread (if they're OP) so they can't remove the comment by deleting it. This doesn't affect rep number, but would stop them from removing the text comment.
