I have a 12V laser rated at 1.5W but when I connected it to volt and amp meter it said that it consumes 1A at 10-12V , isn't that 12W ? or is laser power calculated differently ?
I have this question scratching my head.:can:

Laser power is the optical output (the power of the light) emitted from the laser. Most of the input power is dissipated as heat from the laser.

As ARG wrote a laser power is in general the optical output power. You measured the electrical power of your module. It's hard to say what approx laser power is without knowing the laser type.

 Do you use batteries?
