Your meter is not properly zeroed 
It'd call it fairly stable unit. Hitting 70mW is impressive for 50mW declared unit.
I don't remember, perhaps I've asked you before, have you tried to measure the input current? I don't know if it'll make sense though, since the laser is pulsed, perhaps current draw is too.
