In my opinion average always wins out. Unless you can get a good 30mW boost in the peak and still have a great average!

In fact, you can look at it this way: If there's only a 1.9mW difference between the peak and average, you must have a pretty damn stable laser!

Indeed pseudo, I think its great to have a high average but a stable laser is nice, you almost ALWAYS know where the power is at and dont have to worry about it fluctuating, peaking, then dropping as such.
