i'm looking to invest in my first laser pointer and was looking for something between 100-200 mw for cheap nothing over $70 USD so red blue green or violet will work fine please email me at nygmightydunk@yahoo.com (; i will take home made lasers as long as they can

Even Don't Laze Me Bro's 377mW RPL could barely put a dot on a hill 7 miles away, far as I remember. The only way you can get the burning and stuff with that is probably an sf-aw210 blu-ray or a cheap green pen, which would also include lots of IR.

Plenty of websites sell lasers out there.
 
Do you want 15 miles? Or 50 miles? 50 miles in unheard of...and a blue laser under $70....also unheard of. Unless you want 445nm which will do all those things (except the 50 miles thing). Yet...the diode is $50, you still need a host and such. The only thing you will get that can do that stuff, for $70 is red, but you won't have a visible beam in daylight without smoke or fog. Here:

There are tons of host/kit options. But I'm not an advertisent, and I don't want to be seen as biased. So only 3 names come to mind Ehgemus, Jayrob, and IgorT.

All in all, it'll cost about $78

I won't mention blue because there isn't enough known to pass info on to you to make a successful build.
