How much do beam specs matter? I need 532nm recommendations!

I am returning my arctic that I got last month for a full refund (hate the smart switch delay/low power/crappy beam shape)

I have a little over 300$ I want to spend on a 532nm handheld.

I was looking at some of the CNI units on Laserglows site. I saw this
Aries-75 Sustained: 75-99mW
Peak: ~115mW Class IIIb $339

Would something like this Aries Unit be better than maybe say something cheaper from Lazerer or O-like? meaning is the CNI's great beam specs going to make it more visible/better burning than another cheaper laser?

I know I can get 400mW of 532 at lazerer for around the same price.

any suggestions on which laser I should get?

A smaller beam/divergence will make the beam more visible over a laser with a larger beam, and yes it will also burn better. If you just want the brightest laser though, the 400mW 532nm laser from o-like will be much brighter.
