Gaussian Beam Expander?

I wish to buy a professional expensive beam expander 2x-8x Gaussian type for my handheld builds.
It has two focusing mechanisms: one for the divergence and another for the diameter of the beam.
I do not know well how the Gaussian BE works. The only good document that I have found online is this:

But I'm in doubt for some facts:

- 2x 8x means that the outputting beam will be minimum 2 times the diameter of the original beam? (the lenses are afocals, so I think there can be a magnification of the input beam);
- With two mechanisms, one for the divergence and another for the beam diameter, it means that I can focus a very small dot at great distances, since first I focus the beam and then narrow it, obtaining an incredible tiny dot? It seems impossible to be real!

The expander is used in the laser marking machines, and I know for sure that the two regulations are necessary to have a powerful burning dot, but also the possibility to obtain thicker edges for reasons. But ... this works also for greater distances like miles far away?
