Fog machines outdoors

How can I get decent beam shots outside? (I'm not allowed to use my laser in the house) where I live it's windy and I was wondering what is the least amount I could spend and if there's anything special I should do (chill it, fans ect)

You can get some dried ice, put it in bottle with warm water, drill a small hole in the lid and place the lid on the bottle. Get a friend to blow smoke across the beam and then move out the way as you take the picture....

Probably the easiest and cheapest way.
