The child is probably a future serial killer. Pretty much every serial killer has a history of animal abuse in there youth. Attempting to burn a fish and a cats eyes out with a laser sounds pretty damn sadistic to me.

I would imagine a cats eyes damage more easily than humans.

The question doesn't say the strength, so if it's 5mw they'll live.
