Where can i get an affordable 250ma driver?
I've tried making it but always fail (don't know which way the lm317 goes)

And will one 18650 li-ion battery power my lpc-826 at 150mw perfectly?

Check the BST or Laser Pro Shop for a linear or buck driver.

Im not good at soldering i absolutely suck
So ill just go ahead and buy the driver and just solder 4 cables on
But thanks

And with the two 18650s im done right?

The driver you mention has a pot. Do you have a testload to set the current ?
It needs 5V input. I don't know if two 3.7V 18650 will fry the driver.
