Yea, but this is a pretty much low risk gamble. Even for 20 or 30 mw that isn't a bad price. It's not like it's $30+.

Yeah, that would probably be a great "First Green Laser" laser. As you said, you will NOT get advertised price, but as long as it emits 5+mw of green light, it's a good pick for the price.

The best value I ever got for a laser was my IQS 5mw blu-ray for $8 which is like 45-60mw and my IQS #100 which is around 80-120mw of green for $20. It just proves you can get good values if you know where to look.
