I don't know that specific model but looking at the specs it seems that it would be a great option for a laser builder. It is not incredibly accurate, but for the needs it is way more than enough. I like the fact that it can measure more things other than just AC-DC and OHM. Frequency, capacitance, and temperatures are nice add ups.
My personal opinion is go for it, as quality and durability .... well who knows but you sure can't expect too much out of a $30 unit. If treated well and taken care off, it will probably last for a long time.
Flukes are great DMM, but they aren't the only good ones out there, even flukes fail.
I was into the market of a DMM myself just last week, and I considered a fluke, but I wanted a logging DMM and flukes went for over $400 so I got a $150 one from SMTech, that has been rebranded arround the world, and has good reviews arround.
Brand X is not always bad... trust me...

You will be fine with that DMM... We use Cheaper $5.00 DMMs
in the shop for everyday rough testing.. And Fluke or better
DMMs for High precicion designing specs.

I like the by 4xx scales rather than the more common by 2xx ranges.
