A 50-75mW should do the trick with magnifying glass. However, you'd need safety goggles, as the dot would be to bright to make an estimate of the focal point. Good luck !
There are some cheap stuff on the internet that does >50mW regardless of the build quality.

I live in the United States. It is illegal to import anything > 5 mW into the US unless it is FDA approved.
Where can I buy a 50 mW green laser pointer that is FDA approved and under $200?
