Well yes, it probably has a diode that could be ran at 100mW or more, but its going to be a IR diode at around 780nm. You won't be able to see the beam or most likely even the dot of a laser at that wavelength.
So you get a drive for $6, a driver for $5 maybe, a module for $5, and $10 shipping? If you add labor and other miscellaneous parts as a cost, it turns out to be a bigger chunk of change than you thought.
