It looks to me as if pin 2 is not used at all. Pin 3 is negative and case, so a single + wire to pin 1 and case ground should work. I would use a test load and figure out the driver. Hope this helps.

Data sheets are widely available. I would always use a driver. For less than 1 amp, a simple LM 317 circuit works well. For Higher amperage, I always use a professionally made driver with test load to calibrate. Your bench supply is fine to power the driver.

I do not have access to a meter for lowish wattage diodes. The CO2 meter is a single shot meter... expose to beam for about 5-10 seconds til it beeps, read it, and let it cool down a few minutes.

The first rule of trouble-shooting a HeNe is always suspect the power supply first. Do you have another supply to try? Ballast resistors cook sometimes, which can cause the behavior you are describing.
