I get the impression that it is maybe something edible, because I seem to see like a grain on the surface that could be sugar or salt.
To say something, maybe a bit of brown sugar, a piece of candy, or something similar.

It may resemble a rivet, but no is not.
2 more clue, and with this I think it's pretty easy:
1) is relatively old and fortunately no longer used, was used between 1930 and 1950 approximately.
2) It is related to the human body.

Well, if this device is related to the rain, is a some kind of filter and used abroad, then, the only thing that comes to mind is a "kind of filter"
to prevent the leaves and other debris accumulated in the gutter enter the downspout and block it, or something similar.
To me it resembles the rear of an transducer of loudspeaker (or for the size, may be an transducer of one headphone), or part of it.
But as you said it was not a speaker, then I do not know for now :thinking:
