I have an lpc-826 and everytime I turn it on it flashes brightly for half a second and then goes dim Everything else is working fine its just the diode the amps are under control and everything Did I kill it?

Where can i get an affordable 250ma driver? I've tried making it but always fail (don't know which way the lm317 goes) And will one 18650 li-ion battery power my lpc-826 at 150mw perfectly?
