The power supply supply case is a common ground. No, you shouldn't be getting a tingle.
I've had many running with the bundle faked into thinking it was connected. I've touched more than 1 case at a time and nothing. Since its age, you should check for corroded or oxidized mounting screws to the circuit board. It's probably picking up leakage from the board not having a good ground.

Fivos, the links for the drivers you gave out are for flashlights and won't work with diodes unless you take all the components off and solder your driver to that driver to use it inside a flashlight.

I recommend building a basic LM317 driver or buying a good driver such as a FlexDrive and not a cheap driver (in my opinion).

If you do add a capacitor, DO NOT FORGET TO SHORT IT!

For finding the resistor value: 1.25 / Amps (Example: 380mA will be 0.38) = Resistor
