Probably that heatsink can be ok, if the fan don't stop ..... the base is a bit thin, but can go.

Only, remember that you need air circulation ..... this means no waterproof housing (maybe the better way is to have air intake at the bottom, and air outlet at hte two sides of the heatsink, for maximize the efficence and not create hot air recirculation)

And you can probably build some extea safety circuit for turn off all (or dim it, if turn off is not an option) when the temp rise too much.

I could add a thick disk of aluminum between the LED and the heatsink to give it some more mass. I have a lathe so that would be easy. Unless I can find some sort of aluminum container and repurpose it I am giving up on the waterproofing.

I am not sure they are REAL a123 cells but they are cheap and they can do 10-30C
