What exactly are you trying to add TTL to with a SLOW
reaction time Mechanical Relay.....

At one end of the PCB is a TB for the 5Volt to drive the Relay.
At the other end is a TB for the Relay contacts NO-C-NC.

How often will you be switching the laser, what are you using the laser for, and what laser is it?

Whoa there, do NOT use that as a driver. See this thread for a detailed explanation why.

Once you find a suitable driver, you might want to use a mosfet instead to switch the laser. That relay won't last more than a few weeks at most methinks.

That circuit is an simple opto isolated Relay Driver. It is
not a TTL Driver.
Pin #1 of U2 goes to Ground and Pin #1 of U2 goes
to the VCC though a current limiting resistor R2.
Every time you connect VCC to R2 the relay connected
to Q1 will energize.

We need a link to that driver. We are not fortune tellers.
We have no idea of the specifications to that picture...

It's like showing us a picture of a car and asking...
"can I use it to get there"

Why do you think I know who Rick is...
Who the he!! is Rick...

Take a deep breathe.... Regroup....

Try to get your questions in order... We still don't
know exactly what you want to do and you just
keep showing us pictures of things asking questions
but still don't supply links so we can read the specs...

Buy the TTL driver. The driver included in that auction will kill the diode immediately if not sooner.
