Lumens is for overall light output and lux is used to measure throw.
For throw, I would recommend the Jacob A60, reviewed here:

An HD2010 has a good combination of both throw and light output, reviewed here:

Mr. flashlight for the win! by the way most of my goods came in today so I'm going to be throwing it together very soon.
If you want a real led thrower, check out XRE equipped torches. They have tiny emitters and glass optics on the package, little since has. Or XPG for a bit more flood. XML has same or better surface brightness now but larger optics required.
Maelstrom G5 could be a good choice if you can get a deal on one. I owned both XPG and XML versions, XPG was better thrower but XML is a better all round worklight and hand cannon with more flood.

Id recommend the 7G5 series from crelant esp with the aspheric head. The newest version the CS U3 is slightly more than your buget but you should be able to find the V2 around $60

Awesome through. Outshines 60/55W car Halogen bulb.
In dusty polluted environments like Delhi, you can actually see the beam shooting into the sky at night. Heck, if I could see stars could use this to point out stars instead of the green laser. Takes four 18650 though.
