I am curious
Why would one require modulation for?

Well, is not "required", is just that when i designed this schematic, i was thinking about labby use, and also projector use, so i added the possibility to build it both modulated and fixed .....

Modulation can be helpful if you use it for lasers in projectors or scanners for lasershows, for the blanking signal and for the "color mixing" signals ..... or, at the limit, just for build a labby unit that you can regulate from different levels ..... not indispensable, just an extra ;)

Nono. I know full well that it was optional. Just curious why/when it is needed outside of telecommunications applications was all.

Oh, this ..... more than all the other, for blanking / color mixing in lasershows, probably ..... or, at least, 99% of the times i've seen modulation used in laser drivers, that was for this reason .....
