That thread shows him returning with an exploitation and apology. You even posted in the end.

WTF why are you stirring pots if you didnt lose money, or know someone that did. No one said anything at the end of that thread that said he screwed them.

Did you not read the last post? He returned with an explanation and an apology, yet that guy was still waiting a month later. He even said he would refund in a few days. The last person that posted bought from him. So, when i asked Kiyoukan about that why wouldnt he tell me anything about it? Like i said before, i want to know what happened there before i buy anything from him..

Just dispute it as soon as you can, and escalate to a claim a week later. Getting email bombed by paypal will either cause him to react, or confirm your suspicions that he ran off with your dollars.

Either way, back yourself up with a dispute asap, before he takes the money out of the account and closes his bank accnt/cc linked to the account making it impossible for paypal to get your money back.

I'm pissed because you're making accusation without knowing all the facts. You make it sound like he meant to screwed people, and thats not the case. You dont even have any transactions with him. So as far as I'm concerned you're completely talking out of your ass, in a thread that has nothing to do with you. Can you be a bigger asshole?

I've been partially refunded in the past, because of paypal not being able to reclaim enough from the seller.

I don't know if their procedures changed since, it HAS been a long time, maybe 5 years or so... or if they have a magic number which they will honor... my refund was to be 800$ but only ended up getting somewhere around half of that.

So, you're saying, if I bought a 'car' off some guy with paypal, paid him 5 grand, he runs with my money; paypal would shell out 5k to refund me ?

Methinks that would lead to too much fraud...

As for Tech Junkie having something against zdarkazn... I think it's just the way the guy writes his posts... from the little time I've been around, I see some members like himself and Jerry from Laserbee being a bit more 'direct' with what they have to say... doesn't make em evil or bad people, you just have to know to expect every kind of replies from posting on a forum; that's what they're for... expressing your opinions.

I don't really want to do this, but I have attempted contacting Kiyo in multiple manners and he has not responded to any of them.

I haven't heard from him, and I paid him $32 on February 26th. He claimed to have had 40+ chargers/batteries on hand, so he should have been able to ship them quickly. Someone from that fire sale has already received his product. And yet, I haven't gotten even notice that he has shipped yet.

I am opening this up so hopefully Kiyo will see it and ship my items off. When I order from someone in the US, I generally expect slightly better service than from a reseller in China, but that seems about what I am getting.

As was suggested... If you can't get a hold of the seller... open a
PayPal DISPUTE. You will only be Dealing with the seller directly and
if he does not respond after the PayPal time-to-respond deadline
then escalate it to a claim...

account for any money that gets deposited and transfer those
amounts to the buyer until the Claim is paid.

pocket and they will do everything in their power to collect the
owed claim amount from the seller..

Thanks for the definitive answer jerry, i rhought for sure thats how they worked... They wont openly publicise this "partial" protection... As theyve always presented their solution as the safest way to pay online payment solution

The earlier you open a Dispute will give you a better chance
of collecting a Claim should you win.. because it gives less
time to the seller to remove the funds.

That is one of the reasons eBay/PatPal have initiated the 21
day hold of funds to the seller through eBay sales....

As soon as you open a Dispute... the funds associated with it
will be held by PayPal until the dispute is canceled or a Claim
is settled by PayPal.

BTW.... NEVER cancel a Dispute or Claim until the $$$ or the
item is in your hand no matter how good a blow job the
seller is giving you through communications....

You can NOT re-open a Dispute or Claim...

I doubt that. Paypal gets their 2.9% from SELLERS, not buyers.

I know... by over 4 years of eBay/PayPal Buyer and Seller
experience...

Yes... Protecting Buyers and royally screwing Sellers...

eBay/PayPal have it backwards......:mad:

I just got off the phone with PayPal and you are correct about
the funding of a Claim if the seller's account is empty of funds..

If PayPal decides that your Buyer's Claim with Buyer Protection is
in your favor by PayPal and the Seller has no funds in his account
PayPal will now pay the amount out of their pockets
(a Buyer Protection Fund that they have set up...)
Sounds like the 21 hold on funds could be partially financing that
fund...:whistle:

The Sellers account will then be in the Negative for that amount
because he now owes that to PayPal and if the Negative amount
is not brought up to at least Zero by the seller in a certain amount
of time the missing amount will be handed over to their Collection
Department...

BTW.... I've slept all night and have been up for the last 4 hours...

I came off real harsh but I am mad.
I will say that Kiyo is a great guy during any other aspect, in fact he has been real helpful with advise towards machining
We have talked of a lot of things, boating, fishing.. we have talked for hours on skype or the chatroom.. I considered and still hope to consider him to be a friend.
Its just that he does these group buys or sales and from what I am guessing does it for attention of some strange sort. I have been counting on him to sell me his ST Drives since last August or september! I counted on him to send the recent things, I counted on him to send me the 3 pt30k galvo sets and yet he did then. but now i see he has a lot of other / new? people also counting on him and it is sad to assume he will waste their time also.

Kiyo you dont have to have people awaiting or relying on you to be liked!

I will finish what I said I was typing up later on, time to sleep! ZzZzZ
