I told him I had an issue with paypal not recognizing the address because I am away from my home country, Canada.
Issue has been resolved. Paypal reset the security. Paypal can be a pain.

Kendal will not scam you... he will not retain any payment from
you if he received one..
It is up to a seller whether he wants to do business with a
potential buyer based solely on the sellers previous bad
experiences with other sellers in the same circumstances...
It has nothing to do with the Buyer personally... it has to do
with the similar previous bad circumstances...
You have heard of Buyer Beware...
Well... as a seller we use... Seller Beware...
