Just to be safe I will get an HD 4870. It doesnt seem to have any cooling probelms. Ive heard about the fan programs and monitors but imo...I dont like them because overtime they wear out the fan quicker and if it's a $200 graphics card it shouldnt have any graphics problems to begin with.

What's a good case that has good ventilation?

This computer is almost perfect for you.
http://www.newegg.com/Product/Product.aspx?Item=N82E16883227183&Tpk=4870 X2
The only thing it lacks that you want is a quad core.
But it has ddr3 ram faster than ddr2.
Also as far as cpus go the only time i have ever used a quad core is when i am doing my 3d design and when i am doing that i am using 2 quad-cores. yes 8 cores No matter what game i play on that comp no matter the graphics i have never maxed them out. My dual core in any game was able to keep perfect. With that said not all games can use more than 2 cores some can but not all. i hear most people maxing out there ram before they max out cpu and the duals are still a force to be reckoned with. i wish newegg still sold there 4870 x2 those things are beasts they are huge and powerful. if i remember right still in the top 3 graphics card.

Can you tell me where to get some of the turbine setups for it? After reading a bunch of reviews on it, people do mention heat problems.

Thermaltake Duorb VGA Cooler for Nvidia and ATi CL-G0102: CrazyPC Computers
I use this for my 2x 4850... dont know if it will fit the newer cards but its not listed as fiting the 4850's but it dose. Im shure it will fit the 4850's and 4890's look verry similar. but id look into it first

for a quad core id recommend going for a Q6600 (revision G0) ive goten upto 3.5Ghz on air(2.4Ghz stock/with a ASUS Maximus Formula mainboard)and there cheep :)
but then agin ive ben out of the coputer's loop for 6 months or so, dint evin know thay had a 4890 yet o_0

Main bord defenitly look into ASUS if you have any aspiration's of over clocking.
or intel bords are good to, but more so for invda based systems.

4-8 gigs of Ram is only going to do you good if you are going to run a x64 bit OS. luckly there's OEM builders kit of Windows 7 x64, allredy for only $120 bucks

Newegg.com - COOLER MASTER RC-690-KKN1-GP Black SECC/ ABS ATX Mid Tower Computer Case - Computer Cases
This is the case im using now! Highly recommend this one!
Made 3.5Ghz on air posible for me:eg:

My system is a core 2 Quad Q6600(should be $150 or so) - 6 Gigs Ram ("Patriot"verry good memory if you ask me 800MHz stock ive goten them upto 1333MHz super stable) - 500Gig HD($100) ASUS Maximus Formula main bord($250) COOLER MASTER RC-690-KKN1-GP($60) 2x ATI/ASUS 4850's($100 each) Cooler Master V8 CPU cooling($60) my build is a lital more than $700 but if your not into overclocking a lesser main bord / one vid card / lesser CPU cooling will get you in your price range ;)

And a pic to show power vrs prce and overclocking on my system :)
