with the whole test and apparatus shown...
And even that would not be 100% foolproof.

I understand how Jerry read it, and in all honesty, I see how he read it, that's how it's written. However, I also agree that that's not what they meant if your ads say you guarantee 100% overpsec, why not just sell the lasers as 2W rather than 1 and save the hassle? I am 99% certain that they're saying 100% of their lasers are over-spec, rather than their lasers are 100% over-spec. Either way, they're both equally doubtful claims.
