Well yeah, while there is no chance of actually lighting up the moon visible with handheld lasers, it could still be a cool experiment.
Seeing something on the moon itself has no chance, but you could possibly see the beams of other people in your area poitning skyward for a bit. And as they are poiting in the same direction the chances of seeing them are much larger than for a random upwards direction was well. So you could discover many like-minded people nearby by doing this.
I think the best experiment would be to do this during 'earth hour' when environmental enthousiasts turn off their lights, resulting in less light pollution for an hour or so. Chances of that coinciding with a new moon are slim, but that's not really required.
As long as you can agree on something to point at (say a constellation) it would still work in terms of being able to see other peoples beams.

You need to be careful shining your laser at the moon. Just like helicopter pilots, UFO pilots who are zooming across our moon can be blinded by lasers, especially if they have more than two eyes!
