If I remember right most all DMM have a back-up fuse in the back of it, take it apart and check it.

For the most part I think the language barrier messed this all up.

measuring current in series?

1: Put black in com and red in the 10A
2: turn dial to 10A
3: put meter into the circuit loop
4: turn circuit on.
5: measurement is in Amps. 1000mA = 1A
6: turn circuit off.
7: remove meter and turn it off.
8: Important: to avoid shorting something out on accident next time you use the meter, ALWAYS move the red back to its proper plug. It should only be in the 10A plug temporarily while you measure current.

To measure at <250mA, you must make sure the fuse is intact, and you don't have to mess with the 10A plug, you can just leave the red lead in its normal plug.
