elektromagnets probably from a atom accelarator.

its a magnet to redirect the electrons in to form a ring.
it is not there for acceleration.
did you took it from the internet or made it yourself?
Edit: ohh and yes it is cooled by a some liquidgas Liquid Nitrogen or Liquid Helium

What's it called...! It has a very specific name. It does do that, but there is something else that does the same thing which is significantly different from this.

Nope!

The only reason I haven't given it to you is because no one else has guessed yet, and because of the reason above - there are two things which do nearly identical things that you described that are completely different in operation and design.
