Well, I personally think it's mean, and would be pretty pissed if I saw it happening. But yes, it is apparently regulated by state. Along with things like shining lights on buildings, and shining lights on photosensor equipped lighting. If I see anyone spotlighting animals, I will take my laser and probably just drive on by, because I don't like to get in other peoples business, and a laser would NOT be appropriate in that situation.

Not to mention, it's been almost a year since any of my lasers have even left my workroom

It was interesting to see that shining lights on buildings can be illegal too.
