Sure looks like drugs. He could be a heavy amphetamine user. Maybe he has been on a long binge, several days or more of no sleep. It's like his brain and sensory intake is just shutting down from sleep depravation and over stimulus. Yet his body is go, go go.
Or he is on both amphetamines and heroin. I have seen heroin junkies almost stumble around like that just not as much determination.
