I don't entirely discount the claim, but I do question it.

What do they define as an attack? For example there have been cases of the FBI in the news where they quite literally create a terrorist. They insert an agent to someone who appears to be discontent, said agent urges on the "terrorist" and the agent provides the fake explosive. Once the "terrorist" attempts to blow something up, that's when they arrest him.

How many of those cases are similar to that? Or are composed of nothing but talk? For example there is a kid who is out on bail now, who was jailed for months for a stupid sarcastic post on facebook, and another guy who is being held for crappy rap lyrics. Do those count as terrorist attacks prevented?

Israel imo has learned the painful lessons of dealing with terrorism... that to prevent it, ultimately nothing, and I mean NOTHING, is better than simply having an alert and aware populace. (I'd prefer armed as well, but that's another debate.)

Oh, btw, just cleared itself of not being able to prevent the Boston bombings.
