There are some studies that found some improvements with LLLT and osteoarthritis. I don't know the details of the studies.

I doubt there'll be many companies that will sell LLLT devices for less than that amount, especially given the safety certification and all that stuff that goes along with it. You could try making your own with parts, but you should buy some goggles that protect against that wavelength as it will probably be invisible to the eyes -- though still damaging.
