people are only scared of lasers because they know little to nothing about them and movies have made them look way more dangerous than they actually are!

A red <5mW completely temporaroly blineded two people at least 25 feet away (I'm guessing)? I find that hard to believe. I'll bet the lights that mark the landing pad are brighter than that. Although that still does not justify what he did! Even thought it didn't and probably couldn't have caused any harm, it's still proof of concept, and I think he should be charged just as if it was a 200 mW green.
