Procedures will vary by region, I'd contact your local (City/town) government and see what they say. Or perhaps check their website if they have one.

Here in Maryland we take them to a special part of the county transfer station (dump) and we can dump 5 gallons per day per household. Things like paint, paint thinners, other chemicals.
